Terms governing the use of the Huwiyya identity verification platform

These Terms & Conditions govern all agreements, services, and access between Huwiyya (هوية) — identity verification platform — and partner institutions or authorised users (hereinafter 'Partner'). By accessing or using the platform, the Partner agrees to these terms.

1. Scope

These Terms apply to all use of the Huwiyya platform, including API access, dashboard access, mobile application use, and webhook integrations. Deviating conditions of the Partner do not become part of the agreement unless explicitly confirmed in writing.

2. Contract Formation

The presentation of services in documentation or the platform interface does not constitute a legally binding offer. A binding agreement is formed upon written confirmation or provision of API credentials by the platform operator.

3. Service Scope

The platform provides identity verification services including AI-assisted document recognition, OCR extraction, face matching, liveness detection, fraud signal analysis, and manual review workflows. Verification is scoped exclusively to Syrian National ID and Syrian Passport documents. The platform operator may engage sub-processors to fulfil contractual obligations, subject to data processing requirements.

4. Partner Obligations

  • The Partner is obliged to provide all information necessary for platform operation accurately and completely.
  • The Partner must not use the platform for unlawful purposes or to initiate fraudulent or bad-faith verification requests.
  • The Partner is responsible for the secure handling of API credentials, webhook secrets, and access tokens.
  • The Partner must implement appropriate technical and organisational measures to protect end-user data before it reaches the platform.

5. Permitted Use

The platform is licensed for use by authorised banking institutions and regulated financial partners in Syria. Use for non-banking, consumer-grade, or non-regulated purposes requires explicit written approval.

6. Confidentiality

Both parties agree to treat all non-public technical, operational, and commercial information as confidential. AI model configurations, threshold settings, and infrastructure topology are treated as proprietary platform information.

7. Liability

  • The platform operator is liable for intent and gross negligence, and for damages arising from injury to life, body, or health.
  • For slight negligence, liability is limited to breaches of material contractual obligations and capped at the typically foreseeable damage.
  • Liability for loss of data is excluded to the extent that the damage would have been avoidable through regular data backups by the Partner.

8. Data Protection

The processing of personal data, including biometric verification data, is governed by the Huwiyya Privacy Policy and any applicable Data Processing Agreement. All AI inference is self-hosted. No biometric data is transmitted to external cloud providers.

9. Term and Termination

The agreement may be terminated by either party with thirty (30) days written notice unless otherwise agreed. The right to extraordinary termination for cause remains unaffected. Evidence and audit data are retained according to the applicable retention policy even after termination.

10. Amendments

The platform operator reserves the right to update these Terms. Partners will be notified of material changes. Continued use after the notification period constitutes acceptance.

11. Governing Law

These Terms are interpreted in good faith. Disputes shall be resolved through negotiation where possible. The platform operator does not guarantee legal compliance beyond the scope of documented services.
